Government Figures & Roles

Toggle

Director

Founding member(s) of the server, advisory role providing clarity on the vision of the community as well as managing all Finances for the server including but not limited to,

  • Tebex purchases
  • Server costs
  • Firewall costs
  • asset purchases
  • NDA’s, etc.

Leadership Team

Will oversee the day to day operations of the server and ensure the community is running smoothly, which includes but is not limited to, smooth operations of tickets, discord moderation, etc.

Team Lead

Oversees designated team which includes but is not limited to, hiring staff, firing staff, promoting staff, smooth operations of tickets, etc.

Senior Special Agent

If on the roleplay/discord team,in charge of Discord bans and/or in-game bans; otherwise usually very proficient in their role and have gone above and beyond.

Special Agent

If on the roleplay team, In charge of in-game kicks, warnings, bans, spectating, and overseeing any RP issues, otherwise slightly experienced in their role and has assistance from Senior Special Agent.

Agent Trainee

Assists in discord tickets, warnings, and gives input on bans. You will need to be in this position long enough to show you know how to handle things properly before completing your trial period (minimum of 2 weeks).

Age Requirement

You must be 18+ years old to be considered for whitelisting

Language

This is an English-speaking server, you must be able to speak and understand English.

90 Day Rule

Characters will be auto removed from the database after 90 days of no activity. There is no warning or reimbursement of assets.

Discord

You must be in the NERP Discord. This is to allow Staff to contact you, if needed.

You can join here.

You cannot join the server without being on our Discord server.

Your discord nickname must match your character(s) first AND last name(s) unless you are in a staff position.

Characters

Characters are required to be 18+ years old. These names must be semi-realistic while not including offensive puns, double entendres, explicit language, or anything overly stereotypical or potentially offensive to any group. Staff will have final say in whether or not a name is seen as breaking this rule and will pull you into a ticket to handle a character rename.

For any concerns or clarifications, please open a ticket.

Microphones

A working microphone of decent quality is required unless a disability prevents you from speaking.

Multiple Characters

We allow players to have multiple characters, such as criminal, LEO, DOJ, civilian, etc., with certain limitations to ensure fair and immersive roleplay. Characters may not reference each other directly, and one character should not know any information learned by another character (e.g., your criminal character cannot use knowledge gained from SOPs that your LEO/DOJ character possesses.) You also may not transfer assets between characters, whether it be directly, through a friend, or via a will.

There are some restrictions when it comes to having multiple characters as well.

Criminal Characters:
  • You can have multiple, but only one can be affiliated with a gang/criminal organization regardless of its whitelisted status.
  • Law Enforcement Officers (LEO)/Department of Justice (DOJ):
  • You may have a LEO and a DOJ character, however they must be separate characters/entities.
  • Players with characters in both LEO and DOJ cannot hold positions of power or leadership (e.g., High Command, Department Heads, or Justice roles) in both departments. You must choose the career path where you wish to pursue a leadership role.
  • DOJ Characters that are prohibited from being in a command position per the DOJ/LEO clause (Justice, Judge, DA, ADA | Command, High Command) may only serve in roles such as public defender, private lawyer, prosecutor, or civilian (e.g., Chief of Staff)
  • DOJ characters cannot work on cases involving their other characters, including cases involving gangs or organizations their other characters are associated with.
  • Players may hold both LEO/DOJ roles and gang affiliations (on separate characters), but they cannot be a high ranking command member of any LEO, EMS, or while holding any Justice position within the DOJ while being a high ranking gang member or gang leader.
  • Players holding high-profile positions in both PD and DOJ are held to a higher standard of roleplay integrity. Any suspicions or reports of character bleeding will be thoroughly investigated. Violations may result in warning points and potential loss of PD/DOJ roles.
  • You cannot have both a LEO character and a K9 character.
  • Emergency Medical Services (EMS/SAFR):
  • If you wish to be part of both the Police Department (PD) and Emergency Medical Services (EMS/SAFR), you must have two separate characters, one for each department.However, only one of those characters may hold a command position.

Third Party Enhancements

The use of any third-party mods/apps are prohibited in the city. This includes, but is not limited to: third party crosshair cheats, the use of emotes to get through locked doors, and using multiple people to obtain an item from bank vaults or Vangelicos where it would duplicate an item. You may, however, have multiple people drill on separate bank vaults and smash separate cases, such as 3 drillers each on their own vault. Simple/basic crosshairs are allowed.

Follow TOS

All users are to be in compliance with the Rockstar TOS, Discord TOS, Twitch TOS, FiveM TOS and any other streaming service’s TOS that may not be mentioned.

Soundboards

Soundboards are only permitted if used in good taste or to better roleplay.

Body Cams / Recorded Footage

A “bodycam” or “go-pro” is referencing any form of videos that can be used as video evidence within roleplay. Bodycam is only acceptable under these circumstances:

  • Law enforcement must wear a visible bodycam on their vest or uniform for footage to be admissible.
  • If wearing a bulletproof vest, a bodycam must be visibly attached over the vest for evidence to be used.
  • If not wearing a vest, the officer must be near a patrol vehicle (dashcam) or have a visibly worn bodycam on their uniform for the footage to be considered valid.
  • If an officer loses their vest/bodycam due to RP (e.g., being stripped or robbed), they cannot use that footage.
  • If you are EMS, any bodycam is acceptable.
  • If you are wearing a pair of glasses that would logically have the technology fittable to it, you may use it to record what you see visually, but only if you do a proper /me at the beginning of the footage to indicate the start.
  • If you are recording only audio, there must be an item indication (Ex. an earpiece or microphone) and a proper /me at the beginning of the recording to indicate the start. When this is done, even if you also recorded footage, only the audio is acceptable.
  • If you follow all of these guidelines, your evidence will be admissible in both court and IA cases.

Additional Notes: This rule does not impact player reports—recorded footage from third-party software is still allowed for OOC reporting purposes.

Conduct Rules

Harassment

Harassment will not be tolerated. Harassment (sexual, racist, and/or other hateful remarks) refers to words or behavior that threatens, intimidates, or demeans a person. (March 2022, WEX. Definitions Team) Respect all players and staff.

Any sort of disrespect, or toxicity towards any member of NERP will not be tolerated and will result in immediate action.

Discrimination

Any use of derogatory or offensive words is not tolerated, regardless of whether or not you think it’s offensive.

This will be met with a permanent non-appealable ban from the discord and city.

We are an all inclusive community. If you think it’s offensive or overly derogatory, just don’t say it.

Advertising

Advertising of other servers or communities without being asked for in the NewEnergyRP discord, players’ personal dms, streamer’s chats, and/or server is prohibited.

If caught, you will be permanently banned.

Toxic Behavior

Toxicity inside of the server or discord will not be tolerated.

This includes, but not limited to:

  • Talking down on people
  • Belittling
  • Urinating/defecating on someone
  • Excessively yelling/screaming at everyone
  • Being extremely hostile towards others

Impersonation

It is against the rules to impersonate the FBI/FIB aka Staff in any capacity in city or out of city. If caught you will be subject to a player ban up to a permanent ban.

Inappropriate Topics

All topics of real life politics and religion should be held elsewhere. These topics tend to not end well, so please refrain from discussing them within NERP.

Third Party Chatting

No person(s) are allowed to be in any third party voice calls while in the city. (Ex. Discord, Skype, Teamspeak, Zoom, Google Hangouts)

Staff Disrespect

Staff should be respected at all times when you are brought into a ticket for questioning. It is their job to investigate the situation. Any form of staff disrespect will authorize the staff member to apply double punishment for the violation if felt necessary. This includes but is not limited to closing a staff ticket that you were pulled into before a resolution was communicated.

Roleplay Rules

RP Comes First

You should always respect each other's roleplay and always remain in character. If there is a problem (including rule breaks), roleplay the scenario and address it afterward via a player report on the discord.

Encouraging RP

It’s important to encourage roleplay and avoid shutting down RP scenarios based on personal feelings or preferences. Roleplay is built on creativity, interaction, and the willingness to explore various situations, even if they might not align perfectly with a player's personal "comfort zone" for their character. Players should make an effort to engage with the roleplay presented, even if it involves challenging or unexpected situations.

Below are some scenarios for Encouraging RP:
  • Scenario: Disregarding Injury Roleplay
  • Example: Someone is getting donuts from a donut shop when they are shot in their bulletproof vest 15 times. Medical professionals arrive on the scene to treat the individual's wounds, but they sit silently and do not respond to any of the questions asked in /me.
  • FailRP Explanation: The individual’s refusal to engage with the medical roleplay shuts down a crucial part of the scenario. By not responding, they disrupt the flow of the roleplay and prevent others from fully immersing themselves in the situation. Instead, they should have acknowledged his injuries and engaged with the medical professionals, even if his character is in shock or pain.
  • Scenario: Ignoring Consequences of Actions
  • Example: A character is caught committing a crime and is surrounded by police. Instead of roleplaying fear, nervousness, or trying to negotiate, the character simply logs off or goes AFK without any explanation.
  • FailRP Explanation: Logging off or going AFK in this scenario kills the momentum of the roleplay and leaves other players without a proper resolution. A more appropriate response would be to roleplay the character's fear or desperation, perhaps attempting to talk their way out of the situation or even surrendering, which could lead to further engaging roleplay.
  • Scenario: Refusing to Acknowledge Roleplay Invitations
  • Example: Someone is shot in the vest with bullets that would go through. When medical personnel arrive, instead of roleplaying the severity of their injuries, they state that the bullets didn’t penetrate and they just walk away from the scene.
  • FailRP Explanation: By downplaying the injury, the individual diminishes the gravity of the situation and invalidates the efforts of other players involved in the roleplay. Engaging with the scenario properly would mean acknowledging the injury, even if it means their character is severely hurt or incapacitated, leading to more meaningful interactions.
  • Encouraging Continuous Roleplay: In any roleplay scenario, it's important to remain flexible and open to the unexpected. If a situation arises that makes you uncomfortable or unsure, try to adapt and explore the narrative rather than shutting it down. Roleplay is a collaborative effort, and the most rewarding experiences often come from embracing the challenges and working together to create a compelling story.
  • Staff Intervention and Consequences: In cases where a player shuts down roleplay or refuses to engage in a meaningful way, staff may intervene to address the situation. If a pattern of Low Quality RP is observed, or if a player is deliberately avoiding roleplay, warning points may be issued under the umbrella of "Low Quality RP." This ensures that all players are held to a standard that fosters a positive and immersive roleplay environment.
Initiation

Initiation is defined as the act of introducing an RP scene to an individual. You are not allowed to just walk up to someone and begin shooting. Proper initiation is mandatory for any and all hostile acts of roleplay. You must ensure that the other person(s) can clearly hear you.

Examples of improper initiation:
  • You walk up to someone and start screaming "hands up or die" and then shoot the individual.
  • You use Birdy, phone messages, or advertisements saying “you’re next.”
  • You use a megaphone to count down or tell a gang to leave your territory.
Examples of proper initiation:
  • You walk up to someone and start screaming "Stop moving, put your hands up. Don't do anything stupid, or you're going to be shot."

Interjection

Interjection is defined as joining a scene without being called or requested. Meaning you may not do anything that messes with the integrity of the scene. Examples of interjection include but are not limited to:

  • Taking a vehicle from an existing scene
  • Involving yourself in a scene just because you see your friend dealing with a situation but they haven't called you requesting help.
Example of NOT interjecting:
  • Your friend calls on radio for a pickup and you go to pick them up

Ambushes

Ambushes are permitted as a surprise tactic; however, there must be prior initiation or interaction from at least one member of the group conducting the ambush to justify the course of action with the officer involved in the ambush. While not every participant needs to engage in the initial interaction, the ambush must stem from established RP and remain plausible within the context of the situation. Participants must join the ambush in a manner consistent with ongoing RP and cannot be brought in solely to shift the balance of power. In an instance you attempt an ambush, you may not take anyone to a location where you are guaranteed higher numbers (Ex. gang compound/turf).

Example:

Ambushing officers after a meaningful, ongoing storyline involving escalating tensions or conflict is acceptable. Using a routine traffic stop to ambush without deeper RP context is not.

Prison Breaks

Prison breaks are allowed, however, you may not use a helicopter to break someone out of prison unless they are in for a lengthy amount of time: 60 months or more.

Examples of a proper prison break:

John was caught for a bank robbery and received 85 months in prison, he obtains a radio and radios for his friend to take his helicopter and come break him out. John’s friend comes and picks him up in the helicopter riding off into the sunset.

Examples of an improper prison break:

Mark was arrested for a store robbery and got 20 months in prison. He calls for a helicopter pickup. This is not allowed because his total time was less than 60 months.

Green Zones

Medical Facilities are all considered Green Zones, and this now includes:

  • The interior of the hospital
  • The exterior grounds (sidewalks, parking lots, ambulance bays, etc.)
  • The street directly in front of the hospital
  • Any area where interaction is clearly intended to exploit proximity to a medical facility to avoid or escalate conflict

Crimes are not permitted in or around medical zones under any circumstance. This includes violent or criminal roleplay, baiting others into conflict, or using the area to avoid consequences.

There is a zero tolerance policy for using the Green Zone to hide, retaliate, or initiate RP with malicious or disruptive intent.

Examples of Green Zone violations include but are not limited to:

  • Waiting across the street from the hospital to shoot or kidnap someone when they leave
  • Luring or chasing someone to the hospital zone for the purpose of retaliation
  • Camping in or around the hospital with the intent to initiate crime or disruption

*This rule is in place to protect medical RP and ensure that players receiving or providing treatment can do so without interference. Any violation will be met with swift disciplinary action.

Montages

Any montage or compilation video created using footage from NERP that portrays the city in a negative, disrespectful, or defamatory manner will result in severe consequences.

Violations of this policy may include:
  • Permanent ban of the individual(s) responsible for creating or sharing the montage.
  • Full gang disbandment and bans if the montage features gang-related clips and can be tied back to a specific group.

This is a zero-tolerance policy. There will be no exceptions or appeals once confirmed. If you’re unsure whether something is appropriate to post or share, it’s probably best not to. We want our city represented with pride.

Erotic RP

Any and all sexually explicit or nude activities must be conducted in the privacy of your own apartment or home. These activities are not permitted in public spaces, including vehicles, businesses, or outdoor areas, regardless of the time of day or who is present. ERP is strictly prohibited while streaming on any platform.

  • Additionally, any discussion, implication, or reference to sexual activity is prohibited on in-city social media apps (e.g., Birdy, Yellow Pages, etc.).

Non-consensual sexual content or scenarios are strictly prohibited. This includes any role-play, suggestion, or narrative that depicts sexual acts without clear, enthusiastic, and ongoing consent from all involved parties. This behavior is considered a zero-tolerance offense and will result in an immediate and permanent ban with no opportunity for appeal.

Suicide RP

Any and all forms of suicide RP are strictly prohibited, including attempted suicide. There is no gray area.

Torture RP

At no time are you allowed to provide any torture RP. Torture is defined as the action or practice of inflicting severe pain (physical, mental, spiritual, etc.) or suffering on someone as a punishment or in order to force them to do or say something. There is no gray area.

Bomb/Terrorist RP

At no time are you allowed to reference/utilize any bombs, and terrorist organizations are not allowed to be created/referenced. The exception to this rule is utilizing an explosive device for a heist that is already in the city, but you may not utilize those items for other RP.

Pregnancy RP

Absolutely no pregnancy roleplay or any form of roleplay that involves children or those under the age of 18.

Corruption

PD, EMS, and lawyers are allowed to be corrupt with an approval from the Leadership team in a Leadership ticket.

Who is allowed to request a corruption storyline:
  • PD Officers/Deputies/Troopers
  • EMS Workers
Who is not allowed to request a corruption storyline:
  • DOJ Members
  • Any High Command Position in PD or EMS
  • Internal Affairs members
  • Commissioners Office Members
Approved Corruption does not allow:
  • Corrupt Police and EMS members are not allowed to sell/give equipment to any individual
Approved Corruption does allow:
  • Taking bribes
  • Using your role to cover up criminal activity
  • Using your role to see or provide information to those who wouldn't have access normally
  • Using your role to gain an advantage over others (information, etc.)

Serial Killer RP

Serial Killers are to be approved by the Leadership team in a Leadership ticket. Requiring approval will ensure quality stories and roleplay.

General Gameplay Rules

Powergaming

Powergaming has many categories that is covered by this rule

Examples of Powergaming:
  • Unrealistic RP (Ex. driving while cuffed, carrying individuals in cars)
  • The abuse of any in-game mechanics to use to your advantage.
  • Organizing/Planning while in an incapacitated state.
  • When kidnapping others, you may only rob them for what they currently have However, you may take cash from them if it makes sense.
  • Mag dumping. You are okay to shoot someone to put them into a complete down state to allow them to be robbed.
  • Use of tow trucks to avoid detection when boosting.
  • Identifying someone by their voice is only allowed if the person is showing more than half of their face.
  • Retreating into locked interiors during an active scene to avoid conflict or RP. (Please read gang rules for gang compounds retreats)
  • Valeting, transferring, or retrieving a car from a garage, or delivering a boost car in the middle of a police chase/scene.
  • Using vehicles with bulletproof rear windows for shootouts, gang conflicts, wars, or similar situations is not allowed. Exploiting low-profile vehicles like the Zentorno in these scenarios also falls into this category. Other vehicles may fall into this category.
  • Actively avoiding flying in for 2 weeks because you know you have a warrant to make the warrant expire
  • Impounding a vehicle longer than the max penalty allows (30 days)
  • Intentionally ocean dumping your vehicle during a police chase to avoid EMS evidence collection
  • Using props or objects to conceal a weapon in an unrealistic manner, such as hiding behind or inside items (e.g., briefcases, teddy bears, or boxes) while firing, is considered powergaming and is not allowed.

Metagaming

Metagaming is defined as utilizing knowledge that your character would not know in the city.

Examples of Metagaming:
  • Using information in-game that was obtained OOC. This includes, but is not limited to, stream-sniping and using 3rd party communications (Ex: Discord, Twitch, Kick, etc.)
  • Acknowledging or using any information from another character is prohibited. (Ex. The use of cousin, brother, sister, or any other family relations.)
  • Referencing outside media streams as any news reports or TV information.
  • Using information gained from another server.
  • Using OOC conversations/messages/voicecalls to get the upper hand in the city.

Setting Scenes

Do not abuse scenes or use them to communicate or show the following:

  • Fecal / Urination
  • Any form of hate speech / hate symbols
  • Any form of non-realistic images

Combat Logging

Combat logging is defined as leaving the game to avoid any type of punishments (Ex. Arrests, Tickets, Verbal/Non Verbal Warnings, and Bans.)

FailRP & Low Quality RP

Defined as failing to roleplay out a situation. The items below are a short list of examples but are not all scenarios of LQRP/FailRP.

Examples of FailRP/Low Quality RP:
  • Cop Baiting: Intentionally committing crimes in front of police to taunt them. (Running into a store a cop is in and robbing it in front of them)
  • Crim Baiting: Intentionally taunting criminals to get a reaction. (Spraying/putting scenes on gang turf, or singling out crims without rp reasoning. Rolling up as LEO on gang territory to provoke actions. Provoking criminals by taunting them or calling them out.)
  • Killing NPCs for no valid RP reason.
  • Robbing multiple stores/locations one after another, less than 5 minutes apart
  • Storing/Retrieving vehicles from a garage while in a chase.
  • Dropping off a boosted vehicle when in a chase/engaged with the cops
  • Players who show a habit in violent crime RP, for example, repeated robbing, killing, shooting with little to no valid RP (GP>RP aka Gunplay over Roleplay).
  • Excessive ramming of vehicles (cops or civilians)
  • Cops camping main criminal locations (Ex. Drug manufacturing locations, vehicle chop locations, etc.).
  • Unrealistic injuries or low quality medical rp to avoid medical treatment.
  • OOC Conversations in city about things happening out of city
  • Taking actions to try and force someone to permanently kill their character, unless agreed upon with proof provided to the staff (Ex. PDAs)
  • Use of any form of aircraft during beefs/wars is prohibited unless otherwise stated in war terms. Scouting is allowed but the aircraft must disengage and leave the scene before shooting begins. Dropping individuals onto vantage points is not allowed as you are anticipating an imminent battle.

Value of Life

You are required to value your life and the lives of others. This is the act of treating your character’s life as your own. You are not to risk harm simply because it is a game. Along with this, avoid needlessly endangering the lives of others without significant RP-driven reasoning. This rule promotes realistic and immersive roleplay where actions reflect self-preservation and respect for other characters, while still allowing for meaningful conflict and crime.

Examples of NVL (Not Valuing Your Life):
  • Attempting to get away from ranged weapons pointed at you
  • Putting yourself in harm's way that can cause bodily harm or extensive damage
  • Fighting or provoking conflict when severely outnumbered (3+ to 1)
  • Jumping off of tall buildings without a parachute
  • Unrealistic Jumps in vehicles:
  • Examples of unrealistic Jumps
  • Taking jumps with a vehicle that has a significant drop including stunt jumps (over 3 stories high)heist
  • Jumps in a vehicle over 3 stories high
  • Jumps that would clearly total the vehicle in real life

Examples of NVL (Not Valuing Others’ Life):

  • Randomly killing or attacking civilians without an RP-driven reason
  • Killing or significantly endangering a character who poses no direct or indirect threat to your character or your goals
Examples of Reasonable RP Exemptions:
  • Police Officers may refuse to surrender their weapon. Knowing that doing so could escalate danger to others or reflect their commitment to duty
  • A gang leader may refuse to comply with threats, relying on the belief that their allies will rescue them or valuing reputation over immediate survival
  • A civilian or law enforcement character may risk their life to protect hostages/innocents, prioritizing morality or duty over personal safety
  • Characters with specific traits may act unpredictably, provided their actions are consistent with their character’s story and development (for more on this, open a Leadership ticket to discuss any potential storylines where this is applicable)

All exemptions are generalized cases and will ultimately be up to staff discretion as to whether it will be applicable to a situation.

Vehicle Death Match (VDM)

VDM refers to the act of intentionally using a vehicle to kill, or otherwise disrupt another player or group in a manner that does not align with realistic roleplay or the server’s roleplay standards.

Intent:
  • Deliberately running over or ramming another player or their vehicle without valid roleplay justification.
Unrealistic Use:
  • Using a vehicle as a weapon in situations where it would not make sense in a real-world scenario (e.g., repeatedly running someone over in a non-hostile encounter) that leads to incapacitating the victim.
Disruptive Behavior:
  • Targeting players or groups with a vehicle to grief, troll, or disrupt roleplay scenes.
Exceptions:
  • Accidental Collisions
  • Mistakes due to server lag, desync, or legitimate driving errors are not considered VDM.
  • Legitimate RP Scenarios:
  • Actions involving vehicles during realistic and well-developed roleplay scenes (e.g., demolition derby, chasing a suspect or defending yourself in a gang-related shootout while all actions are not intentional) are allowed, provided they follow server rules and escalation protocols.
Consequences:
  • Players found guilty of VDM may face strikes, temporary bans, or permanent removal from the server depending on the severity and frequency of the offense.

Random Death Match (RDM)

Random Death Match is defined as randomly killing someone with no intention to RP.

Examples of RDM:
  • Someone goes on a killing spree with no interaction with the other civilians and is just shooting anyone they see.

Car Swaps

Car swaps are limited to 2 swaps per chase/scenario.

Vehicle Repairs During Active Pursuits

Limited Repairs in Active Pursuits: Vehicles being actively pursued by law enforcement may be repaired once during the chase, provided that:

  • Law enforcement still has line of sight or the ability for physical contact (e.g., close proximity for interception). -For a safe exchange of the repair, it is highly advised that a hostage be used as leverage to ensure proper roleplay.
  • Law Enforcement Counter-Repair:
  • If a suspect repairs their vehicle during an active pursuit OR suspects swap to another vehicle, law enforcement is then permitted to repair their own vehicles in response (SOP will be updated to reflect this).
  • Repairs Outside of Pursuit Context:
  • If a suspect’s vehicle is no longer within visual contact of law enforcement for at least one minute (including air units), and there is no possibility for law enforcement to interrupt the repair, then the repair does not count towards the one-time repair limit.

Storms and Criminal Activity

You may not commit any criminal activity in the last 30 minutes leading up to a server restart (when you hear the weather sirens). You may not commit any crime in the first 15 minutes after the server restart. This includes crimes against players and locals.

Examples of allowed activities:
  • Traffic Infractions
  • Crimes already in progress before the alert
Clarifications on already in progress crimes:
  • You are actively robbing a store/bank or at any other heist.

*Getting a job for a heist does not classify as starting the heist, starting the heist is when you get to the location and start the activities of the heist (when the cops are called)

Emotes During Shootouts

Once shooting has begun, you are not allowed to use emotes.

Housing

All housing MUST be acquired through a realtor, doing so through other means will result in the home being removed. If interested in purchasing a home, please open a housing ticket and talk with a realtor to get squared away.

We will not provide compensation for homes removed due to this.

Medical and Death Rules

EMS/Medical RP

Medical roleplay is vital for when incidents that down you occur.

  • On-Duty EMS are to remain neutral in all situations.
  • If incapacitated or respawning, roleplay your injuries, especially when EMS, doctors, and/or medically trained officers are attempting to treat you. You may remember some events that lead up to the incapacitation.
  • You are not allowed to respawn if you have been notified that EMS are en route. After being revived from an incapacitated state by EMS, you are considered to be in Medical Custody until told otherwise by EMS.
  • If EMS are on duty you must call them for assistance and wait 10 minutes for a response before self-transporting unless told otherwise by EMS in a response.
  • While in medical custody, you may not leave the scene or participate in other crimes.
  • Aggressors may not re-initiate after the victim has been revived if intentionally killed by the aggressor.
  • When visiting the hospital, if medical personnel are available, you must RP with them unless told otherwise by medical staff. The only exception to this is if you take the individual to see grandma to get healed.
  • You are not allowed to leave the ICU, unless you have been in the ICU for 24 hours (You are in agreement that your character is in the ICU for the allotted time).
  • You may not refuse medical attention when you are downed in a scene so you can stay on scene.
  • While you can commit crime against EMS, they are not allowed to be looted for medical supplies. Any conflict with EMS must have valid roleplay reason.
  • EMS is not to be taken hostage for criminal activities such as heists and robberies while on duty.

New Life Rule (NLR)

If you are not transported to a medical facility and you take the light, you are to not remember the last scene that you were a part of that lead up to you having to take the light. Upon respawning (flexing your e muscle), you forget the events that cause you to respawn. Your character will forget all information from the scenario being initiated to the end of the scenario, and will not be allowed to know unless they are told by someone else.

Returning to scenes:

If you need to respawn, avoid the area where you went down as much as possible.

  • If it affects roleplay (Ex. You are shot down by Pacific Bank), you can not go get medical help and come right back. Give it at least 15 minutes before going back.
  • If the scene is still active (Ex. A shootout), you are not allowed to reinitiate the scene, excluding evidence collection or if you were revived on scene by medics.

Wills

If you choose to permanently (perma) end your character for any reason, the transfer of assets need to follow these guidelines:

  • You need to have an official will and testament signed and dated with notarization from the Department of Justice (DoJ)
  • Without a notarized will, no assets will be transferred post-perma under any circumstance
Assets cannot be transferred:
  • To another character that you play
  • To a person who would then transfer those assets to another character you play
Prohibited assets transfers:
  • Housing/Deeds
  • VIP vehicles
  • Illegal Items (Class 2+ weapons, drugs, etc.)

Gang / Business Rules

If you own a business you must adhere to the Business rules created by the BBB.

If you are a part of a gang, you must adhere to the Gang rules created by the gang roleplay team.

*Please note: Residents must be in the city for a minimum of two weeks before being eligible to join a gang. This helps ensure that everyone has time to settle in, understand the community, and contribute meaningfully to the world around them.

Hostages

Hostages must be genuine. Both parties will be found at fault if hostages are not legitimate.

Examples of fake hostages:
  • Using friends/family as hostages (This includes anyone who is in on the crime)
  • Staging someone to be a hostage
Examples of hostages you cannot take:
  • Business workers as hostages from inside of an open business
  • This extends to food trucks: The worker must be wearing a uniform and within a feasible distance of the vehicle (being across the street from it is not a feasible distance and you will be eligible for being taken hostage).
  • If a food truck is located at another place of business, the parking lot is the safe zone.
  • If a business employee is working an event, they are also covered by this rule.
  • On Duty EMS workers
  • On Duty DOJ workers
  • NPCs
Examples of hostages you can take:
  • Customers from the businesses (security is allowed to intervene).
  • PD, as long as they are not on an active scene.

Pocket Wiping

Pocket Wiping is defined as taking everything on a persons, including a player's food, water, phone, or radio during a robbery. This rule applies even when you are at war with another group. Items other than the food, water, phone, and radio are fair game and can be taken.

Example of not pocket wiping:
  • Chris shoots and downs Callie. Chris goes to rob Callie and takes extra pistol ammo, a gun, boosting tablets, and advanced lockpicks.
  • This is not pocket wiping as Chris did not take her food, water, phone, or radio.
Example of pocket wiping:
  • Dave shoots and downs Jimmy. Dave goes to rob Jimmy and takes Jimmy's food, water, and phone. This would be considered pocket wiping as these items are considered essential and cannot be taken.
Items not allowed to be taken:
  • PD Cameras [This is a physical item in their inventory, not a body cam] (this is due to a discord webhook that the images taken with them go to a discord channel)
  • PD Class 2 or higher weapons. If they have a pistol and/or ammo, you may take that
  • Essential items such as food, water, phones, and radios.

Individual Scene Limits

Criminal activity is limited to 5 participants per group.

  • Any small job, you are allowed to have 5 people (4+ a lookout).
  • For larger jobs, you are allowed to have up to 6 people (5+ a lookout).

*Important Clarification: A lookout must remain strictly non-engaged, no physical involvement in the scene. They are a lookout only.

What is a lookout?

  • Lookouts are only there to make callouts to the individuals inside. They are not allowed to get involved with any part of the RP except for communications to the team.
Exceptions to the rule:
  • Gang Activity Exceptions (Official Gangs Only):
  • During any given gang activity each whitelisted gang/group is allowed 7 members to join. This includes but is not limited to beef with another group, territory protection (sprays, drug sales, civ death on territory, hunting, etc.)
  • If your gang is pushing another gang’s compound, the gang being pushed can utilize up to 20 members to defend their territory. Important Clarification:
  • This means unofficial groups are limited to 4 total civs involved in ANY conflict. A lookout(your 5th) must remain strictly non-engaged, no physical involvement in the scene. They are a lookout only.

*Being labeled as a “gang” does not grant access to gang exception rules unless officially recognized and have turf through Franklin.

If another party commits a crime against your group, and you already exceed the 5 person limit, you are allowed to defend yourself until the end of the altercation. Abuse of this exception is punishable. You may not lead someone into a territory to put yourself over 5 nor call for backup after initiation to put your group over 5. The 5 person rule is reapplied upon reengaging after the initial altercation.

Scenarios for following the exception
  • Jeff and 10 of his friends are hanging out at the arcade. A group of 5 comes up and attempts to rob Beau. Beau and all 10 of his friends are allowed to defend themselves.
  • Ben and 4 of his friends see 8 cops at the gas station and decide to rob them. All 8 cops are allowed to defend themselves.
Scenarios for not following the exception
  • Jimmy and 4 of his friends are running from the police. They arrive at their known hang out spot, and 5 of his other friends are there. The 5 people who are already there are not allowed to engage.
  • Cletus and 4 of his friends are hanging out in their known area. Cops roll up and attempt to arrest him so they decide to shoot at the cops. Calling for more help is not allowed.

Fleeing

Fleeing from any law enforcement personnel must have a valid cause. You may not just start a pursuit because you want to as this could be considered cop baiting, which is not allowed.

Example of proper fleeing:
  • Johnny is pulled over and knows that he has a warrant for his arrest. Rick, the arresting officer, asks Johnny to step out of the vehicle. At this point, Johnny has the option to run.

Reporting Issues

It is never okay to DM a staff member. You are to use the ticket system in place to contact staff.

Fill out a Player Report if you feel someone has broken a rule by including clips and/or screenshots of the incident or submit a bug report via the forum if something seems to be not working as intended.

Revenge Reporting

Reports in retaliation to someone reporting you or with toxic intent after a non rule-breaking interaction in-character is not permitted. Player reports older than 1 week are also deemed insufficient. Reports must be done ASAP to ensure scenarios are fresh memory. An exception to this if you’re gathering evidence to showcase a habit of violent crimes with no valid RP.

Leadership (Directors & Leadership Team) have the final say in all decisions and can act without a player report and have the right to revoke your whitelist at any point.
